Shibuya Halloween 2026: the rules in short
The ban on drinking in streets, parks and other public spaces in the marked zone around Shibuya Station applies every day of the year, from 18:00 to 05:00. It has been in force since 1 October 2024. It is not a special Halloween rule, so it applies on 31 October like on any other night.
For 2026, the area around the Hachiko statue is planned to be fenced off, and police plan traffic controls. The ward does not run a street festival. Its message for 2026 is "Goodbye Bad Halloween", and it asks visitors to avoid disruptive drinking and smoking, litter and blocking others.

Halloween 2026 rules and dates
What applies when. Plans can change at short notice.
| Rule | When | What it means |
|---|---|---|
| Street drinking ban | Daily, 18:00 to 05:00, all year | No drinking in streets, parks and other public spaces in the marked zone |
| Hachiko statue area fenced | From 30 October 2026, 6 a.m., to the morning of 1 November | The statue area is closed off. The end time depends on the situation |
| Police traffic controls | Evening of 30 October to early morning of 1 November 2026 | Roads such as Inokashira-dori and Dogenzaka may be closed or restricted, depending on the situation |
| Parking meters near the station | All day, during the control period | Meters around Shibuya Station are out of service |
| Littering | All year, across the ward | Littering can be fined. A fine of JPY 2,000 has applied since June 2026 |
The fence does not close the whole Hachiko square or the station. It covers the statue area. Do not plan to meet at the statue on these nights. Pick another spot and agree on it before you arrive. The Hachiko page has the background on the statue.

What the drinking ban covers
The zone is a marked area, not the whole ward.
The zone
The ban applies to a marked area around Shibuya Station, not to all of Shibuya. The ward publishes the map and leaflets in Japanese and English. Check the map before the night if you plan to be near the station.
Outside the zone
The ward also asks people not to drink disruptively in the street outside the zone. That is a request, not the legal ban. The ban itself applies inside the marked area only.
Drink indoors
The ban is about public space. Drink inside a bar, restaurant or other venue, and not on the pavement outside it. Joining a tour does not create an exception.
Bar tours
A bar-hopping tour in this area lists a minimum age of 20, a photo ID and extra cash of about JPY 6,000 per person for food and drinks on top of the tour price. It runs 3.5 hours with three stops. The drinking ban still applies to the streets between them.
Costumes, photos and the crossing
There is no general ban on costumes and none on taking private photos. The ward asks you not to block others.
Follow the pedestrian signal when you use the crossing. Cross on green. When the green light flashes, do not start to cross, and if you are already crossing, finish quickly. Do not cross on red. Do not stop in the middle of the crossing to shoot video. That blocks traffic and other people.
Filming for a production, an interview or an event needs the road-use permit of the police. A tripod has no place in a crowd. A spontaneous tourist drone flight over a crowd is not allowed: flights in densely populated areas generally need prior permission under national air law. Rooftop viewpoints have their own rules. At the MAG8 viewpoint, for example, personal photos are fine, but tripods, selfie sticks and drones are banned.

Getting around on the night
Plan your way in and out ahead.
By train
Exits and routes can change at short notice. Follow signs and staff. If the Hachiko Exit is crowded, the South Gate is about 250 m from the Hachiko square. The station guide has the lines and exits.
By car
Avoid driving into Shibuya between the evening of 30 October and early on 1 November. Controls may close roads, and parking meters near the station are out of service.
Rather celebrate indoors
The ward asks people to celebrate in event venues or private spaces, and to be considerate of others. If you want a view, Shibuya Sky is open 10:00 to 22:30 on regular days, with last entry at 21:20. Check the hours for Halloween before you book.
Later in the night
Read the Shibuya at night guide for the district after dark. The street drinking ban applies there too.
