Shopping in Shibuya at a glance
The main shopping places sit within a few minutes of the crossing. SHIBUYA109 and PARCO are the two fashion and culture buildings, Center Gai is the street shopping area, and Shibuya Scramble Square adds shops and restaurants in a tower. Food halls fill the gaps.
Two changes in 2026 matter. The Seibu department store in Shibuya closed on 30 September 2026. And the tax-free system changes for purchases from 1 November 2026.

Where to shop and when it is open
Regular hours in 2026. Individual shops can differ.
| Place | What it is | Hours |
|---|---|---|
| SHIBUYA109 | Fashion building | Shopping 10:00β21:00, closed 1 January, restaurants may differ |
| PARCO | Fashion and culture building | Shops 11:00β21:00, 6F (Nintendo TOKYO, PokΓ©mon Center and other shops) 10:00β21:00, restaurants 7F 11:00β23:00 |
| Shibuya Scramble Square | Tower with shops and restaurants on B2 to 14F | Shops 10:00β21:00, restaurants 12F and 13F 11:00β23:00 |
| Center Gai | Shopping street in Udagawacho, beyond the crossing | No shared hours, varies by shop |
| Tokyu Foodshow | Food halls in Mark City and Shibuchika | 10:00β21:00 |
Shibuya Scramble Square is a mixed tower of about 229 m with 47 floors above ground. Its shops and restaurants fill the levels from B2 to 14F, and the Shibuya Sky deck has its own hours and its own ticket. A shopping visit does not include Sky, and there is no shared ticket for both.
PARCO restaurants and shops can keep exceptions, irregular rest days and different hours around New Year, so check before a late trip.

What has changed: Seibu and Tokyu
Older guides may still list stores that are gone.
Seibu Shibuya closed on 30 September 2026
The department store ended its business that day. The Loft and Movida buildings stay open separately, so check their own hours rather than the old store hours.
The old Tokyu main store is gone
The former Tokyu main store closed in January 2023, and the earlier Toyoko department store ended in 2020. Food counters stayed on, now as the Tokyu Foodshow with regular hours of 10:00 to 21:00.
Parking at PARCO
If you come by car, the PARCO car park runs 07:00 to 24:00 and costs JPY 320 per 30 minutes on weekdays and JPY 400 per 30 minutes on weekends and holidays. Enter from Organ-zaka on the north side by turning left only, as a right turn into the entrance is not allowed.
Tax-free shopping: the change on 1 November 2026
The rules depend on the day you buy, not the day you leave.
| Purchases until 31 October 2026 | Purchases from 1 November 2026 | |
|---|---|---|
| How it works | Eligible foreign visitors buy without consumption tax, or get a refund at the shop, in taking-part tax-free shops | You first pay the price including tax. After customs confirms the export, the retailer refunds the tax through its process |
| Minimum purchase | JPY 5,000 before tax per person, shop and day for general goods. Consumables JPY 5,000β500,000 | JPY 5,000 before tax per shop and day |
| Deadline | β | Export confirmation within 90 days of purchase |
| Categories | General goods and consumables are treated differently | The split and the upper limit for consumables are dropped |
Not every visitor and not every shop is eligible, and not every purchase qualifies. Customs confirmation and the refund are two separate steps. From November the refund is not a cash payment from customs at the airport. How fast it arrives and what the retailer deducts depends on the shop, so do not count on the full amount of the tax. Ask in the shop before you pay.
A simple shopping route
Start at the crossing and work outward.
Begin at the crossing and walk into Center Gai, where small shops, restaurants and record stores line the street. Most of them keep their own hours. SHIBUYA109 and PARCO close at 21:00, so shop first and eat later. The towers around the station give you a rainy-day option, because Scramble Square and the food halls are indoors.
Keep walkways clear when you stop to look at the screens, and do not block the crossing to take photos.
